Educational sphere of the Danube region: content, structure, problems

Abstract

The Danube subregion, in addition to its geographical location, has a number of features related to the specifics of economic, political, social and ethnocultural processes.  The educational sphere formed in the region is represented by all types of educational institutions, the activity of which is aimed at solving both all-Ukrainian and regional needs.  The management of preschool, general secondary education and out-of-school education institutions is entrusted to the structural subdivisions of the local executive power, which are responsible for activities in the field of education.  They are responsible for the organization and content of the learning process, form the budgets of institutions, thereby ensuring compliance with current legislation on the implementation of the right of the younger generation of Ukrainian citizens to education.  The introduction of the latest educational standards in the industry expects from local education authorities to implement management measures based on the actual knowledge of the regional education system content and structure and awareness of the consequences of every decision taken.  Inevitably, in the context of decentralization, the reformatting of administrative-territorial units leads to changes in the established system of the educational institution management.  The formation of territorial communities will ultimately lead to greater autonomy of the subjects of educational activities, and thus to an increase in the range of problematic issues that will be solved by them alone.

Institutions of professional (vocational and technical) education and higher education in the region are focused on meeting regional needs in specialists of working specialties and experts in the maritime complex, agriculture and social sphere.  There is a tendency to consolidate these institutions by merging or joining more powerful ones in order to preserve human and material resources.  Existing as branches of higher education establishments is also one of the ways to overcome emerging threats in the period of the reduction in  the number of applicants and the introduction of market relations in the field of education.
